		<description>Brian Higgins has done far more harm than good for the Buffalo area.  The money he got from the NYSPA for the waterfront is a pittance compared to the high electric rates we continue to pay.  It is minuscule compared to the "excess revenue" generated by the Niagara Power Plant.  According to my sources, Higgins settled with the Power Authority at the urging of Pataki and Slaughter so that hundreds of millions of dollars would continue to flow to NYS in the form of "gifts" each year to the State.  That settlement also facilitated the relicensing of the Power Authority for another 50 years of fleecing WNY electricity consumers.

He can also be thanked for the creation of the ECHDC, another unelected bureaucratic agency spending our money.</description>
